How to build a request for proposal (RFP) for government Service Cloud solutions?

I'm on the buyer side and need to write an RFP for a government Service Cloud implementation. Never built a cloud RFP before. How should I structure it so we get strong, comparable bids?

For a government Service Cloud RFP, structure it so vendors answer the same things in the same order. Core sections: background and objectives, scope of work (modules, integrations, data migration, number of users), mandatory requirements vs desired features, security and compliance needs (FedRAMP or StateRAMP, data residency), implementation approach and timeline, support and training, pricing broken out by licensing, implementation and ongoing support, past performance with similar public sector clients, and clear weighted evaluation criteria. Include your instructions and evaluation-factor sections so scoring is transparent. The clearer your requirements, the more comparable the responses.

put ur evaluation criteria and weighting right in the rfp. vendors write better responses when they know how ur scoring them

dont forget security and compliance reqs upfront (fedramp etc) or u'll get bids that cant even qualify
