A no-bid contract (usually called sole-source) is when a government agency awards a contract to a specific vendor without running a full open competition. It's allowed only in limited situations, for example when just one vendor can realistically meet the requirement, in a genuine emergency, or for continuity with existing specialized work. Agencies normally have to justify and document why competition wasn't used, because the default expectation is open bidding for fairness and value. They're legal but get scrutiny, since skipping competition can raise cost and favoritism concerns.

yeah theyre legit but need justification. used for emergencies or when only one vendor can actually do the work
